Terms of Use, Information Security and Privacy Policy
Dear User, welcome to use the eccDNA database (hereinafter referred to as the "System") of Academia Sinica (hereinafter referred to as "Academia Sinica"). Academia Sinica respects and protects your information security and privacy when you use the System. Therefore, Academia Sinica has established the Terms of Use, Information Security and Privacy Policy for the System (hereinafter referred to as this "Policy"). To help you understand how the System protects the security of the services you use, and how Academia Sinica collects, processes, uses, and protects the personal data you provide, please read all contents of this Policy carefully.
By accessing or using the System, you acknowledge that you have read, understood, and agreed to the Terms of Use and the information security and privacy provisions set forth in this Policy. If you are a legally defined minor, your parent(s) or legal guardian(s) should read, understand, and agree to all contents of this Policy before you may use the System. When you use the System, it is presumed that your parent(s) or legal guardian(s) have read, understood, and agreed to all contents of this Policy.
1. Scope of Application
This Policy applies only to your rights and obligations when you use the System, the relevant information security requirements, and the collection, processing, use, and protection of personal data. It does not apply to activities you conduct after using the System to search for and link to other systems or websites.
2. User Rights and Obligations
When you use the System, you have the following rights:
- To lawfully access and use the functions and resources of the System in accordance with Academia Sinica's regulations.
- To receive technical support and assistance provided by Academia Sinica.
- To submit suggestions and feedback for system improvement.
- To receive transparent policy statements and information security protection.
- To have your personal data protected in accordance with this Policy.
(2)Your Obligations
When using the System, you shall comply with the relevant principles and requirements prescribed by applicable laws and regulations of the Republic of China (Taiwan), including the Personal Data Protection Act, the Cybersecurity Management Act, the Copyright Act, the Taiwan Academic Network Management Regulations, and the Implementation Guidelines for Academia Sinica Information Security Management, and shall not misuse the System.
3. Information Security Management and Personal Data Protection
(1)Academia Sinica manages the System's information security and personal data protection in accordance with the Implementation Guidelines for Academia Sinica Information Security Management and the Implementation Guidelines for Academia Sinica Personal Data Protection and Security Maintenance. Such measures include information security management controls such as personnel management, access control, network security, electronic data security, an information security incident response mechanism, and periodic audits.
(2)If you discover a suspected information security incident while using the System, please report it to Academia Sinica using the contact information provided in Section 10 of this Policy, and describe in detail the time and location of the incident, the systems involved, the scope of impact, and relevant symptoms or observations. If Academia Sinica independently discovers an information security incident, Academia Sinica may, as necessary, request your cooperation in investigation and handling. Academia Sinica will take appropriate response measures based on the severity of the incident.
4. Methods of Collection, Processing, and Use of Personal Data
(1)For browsing and file downloading on the System, the System only automatically records network connection information and does not otherwise collect any personally identifiable information.
(2)The System automatically records network connection information, including but not limited to the user's IP address, access time, and the webpages visited within the System. Such information is used only for specific purposes including information security, routine operation and maintenance, and audit management; and for the System's management unit to conduct aggregate analysis for evaluating content and system improvements, as well as service traffic and network behavior surveys, in order to enhance service quality. The System will not use such information to analyze individual users.
(3)With respect to the data you provide when using the System, Academia Sinica will process and use such data in accordance with the Personal Data Protection Act of the Republic of China (Taiwan), the Implementation Guidelines for Academia Sinica Information Security Management, the Implementation Guidelines for Academia Sinica Personal Data Protection and Security Maintenance, and other applicable laws and regulations.
5. External Links
The System's webpages may provide links to other systems or websites. You may access such other systems or websites by clicking the links provided by the System. However, such linked systems or websites are not subject to this Policy. You are advised to review the terms of use, information security, and privacy policies of those systems or websites separately to protect your rights and interests.
6. Use of Cookies
To provide you with the best service, the System may place and access cookies in your browser. If you do not wish to accept cookies, you may set your browser's privacy level to "High" (or an equivalent setting) to refuse cookies. However, doing so may cause certain functions of the System not to operate properly.
7. Rights of the Data Subject
- To inquire about or request access to your personal data.
- To request a copy of your personal data.
- To request supplementation or correction of your personal data.
- To request cessation of the collection, processing, or use of your personal data.
- To request deletion of your personal data.
(2)To exercise the above rights, please submit a request using the contact information provided in this Policy. Academia Sinica will respond within the applicable statutory or required time limits. However, due to legal restrictions or special circumstances, Academia Sinica may not be able to fully satisfy your request.

(1)System Availability
Academia Sinica is committed to maintaining the availability of the System, but does not guarantee that the service will be uninterrupted, timely, or error-free. Academia Sinica reserves the right to maintain, update, or suspend the service, and will make reasonable efforts to provide advance notice where feasible.
(2)Data Accuracy
The System endeavors to provide accurate information, but does not guarantee absolute accuracy or completeness. Users should evaluate the reliability of the information on their own and assume the corresponding risks.
(3)Service Links
Links provided on the System's webpages may direct you to other systems or websites. Academia Sinica assumes no responsibility for the content, policies, or security of such linked systems or websites.
(4)Force Majeure
Academia Sinica shall not be liable for compensation where System service is interrupted due to force majeure events such as natural disasters, war, or changes in governmental laws or regulations.
9. Policy Revisions
Academia Sinica may revise this Policy in response to legal or regulatory changes, technological advancements, or operational needs. The revised version will be announced on the System and will take effect from the date of announcement. Please review the Policy periodically to ensure you are aware of the latest content.
